Bridging the Digital Divide: Meet Lucia at the First Create Hub

On November 7, 2025, Create Foundation launched its first Create Hub at Home of Hope Inc. in Bacolod City. Thirty-one residents gathered with HOH staff and our team to celebrate the hub's opening. Among them was Lucia, a 31-year old resident at HOH.

Living with paraplegia, Lucia arrived at Home of Hope at just nine years old in 2003. In her twenties, she worked as a houseparent and cook — roles that
introduced her to computers and sparked an interest in digital work. She learned data encoding while helping with the administrative reports of the organization.
Now 31, Lucia sees the Create Hub as a chance to rebuild those skills and expand them. "Gusto ko matutong mag encode." she says. For Lucia and the other thirty residents at HOH, the hub represents possibilities.
In the Create Hub, users can take ICT courses, use the computer and internet, and engage with Arts. For Lucia and the other residents, the Create Hub program translates to opportunities for continued education, livelihood, and the ability to manage their own affairs independently.

The Create Hub at Home of Hope Orphanage in Bacolod City is just the first! In 2026, at least three more Create Hubs will rise across the Philippines. The hope is to bridge the digital divide experienced by children and youth living in residential care facilities and in rural areas.
So that every Filipino will have the opportunity and capability to live a comfortable and meaningful in a tech-driven world.
Create Hub is our flagship program for digital inclusion targeting primarily children and youth - the ANOCs (Abandoned, Neglected, and Orphaned Children) living in RCFs (Residential Care Facilities) and the rural learners in rural communities.
