whAT WE ADVOCATE
We recognize that there is a digital divide.
In the 2024 IMD World Digital Competitiveness (WDC) Ranking, the Philippines is among the bottom-ranked in using digital technologies that will bring transformative progress to the government, economy, and society. Indeed, as per the International Trade Administration, nearly 40% of the Philippines lack access to a stable Internet. The Borgen Project, claims, too, in 2023, that more than half of the Philippine population is "internet poor".
We believe that digital inclusion can bridge the digital divide. The United Nations defines Digital Inclusion as the "equitable, meaningful, and safe access to use, lead, and design of digital technologies, services, and associated opportunities for everyone, everywhere". Finally, we lobby for digital inclusion because it results in digital equity, where, for instance, information about an opportunity to live a meaningful and comfortable life, will be accessible to everyone.

THE CIIT BOD SHERWIN, DARWIN, NICOLE, AND NIEL, ALSO MAKE UP THE BOARD OF CREATE FOUNDATION. THEY ARE CHAMPIONS OF EDUCATIONAL REFORM AND DIGITAL TRANSFORMATION.

2021
Create Foundation traces its roots to CIIT College of Arts and Technology (CIIT) whose institutional development goal is to improve Filipino lives through its education that highlights the use of technology.
Glitter Moreño, a seasoned development worker, was hired by CIIT in December 2021 to become its first Community Development Officer. As the Community Development Office (CDO) was new, Glitter had to draw up a development framework on which to anchor the civic formation programs for students and employees that she would initiate and facilitate during her time in CDO. “Form to Transform" was the framework that she had designed and it became most visible in the civic formation curriculum of students taking up the mandatory NSTP (National Service Training Program), and also in Greening CIIT, a sustainability program, and E-Pitch or Employee Pitch, an activity that highlights the personal civic advocacy of a CIIT employee.
2023
These activities caught the attention of the CIIT Board of Directors (BOD) who are big advocates for educational reform as an effective nation-building enterprise in the Philippines. In October 2023, Niel Dagondon, the CEO of CIIT, asked Glitter to build from the ground up a foundation that he, his wife Nicole, and two other BOD of CIIT, brothers Darwin and Sherwin O, had been planning to go into to double their mission impact but had not found a good opportunity until, seemingly, at that time.
A month later, Glitter accepted the challenge and spent the next ten months studying and designing the development and operational frameworks of Create Foundation, and ensuring that whilst a completely distinct organization, the foundation, by extension, gets to highlight not only technology but also arts in its programs as a tribute to CIIT.
Glitter currently serves as the Create Foundation's Executive Director.

WHERE WE OPERATE
WE IMPLEMENT OUR INTERVENTIONS WITH COMMUNITY PARTNERS ACROSS THE PHILIPPINES AND MOST OF OUR PROGRAMS ARE COMMUNITY-BASED
Our pilot Create Hub in the Visayas will be at Home of Hope Orphanage in Bacolod City.
And our pilot Create Hub in Mindanao will be for the Samal Bajaus studying at Yellow School of Hope in Maluso, Basilan.

WHO WE ARE
Create Foundation Incorporated is a non-profit organization advocating for digital inclusion in the Philippines. In bridging the digital divide, we attempt to be the hand that connects the plug to the socket so the inclusion is materialized.
The “hand” is the interventions we design for specific sectors whose location outside the digital grid tends to be the most pronounced. Our biggest hope is to help build a more inclusive digital future for the Philippines, where every Filipino has the opportunity and capability to use technology to live a comfortable and meaningful life.
