THE CURRENT STATE OF
DIGITAL INCLUSION IN THE PHILIPPINES
1GB
of mobile data
per month is unaffordable for many Filipinos.
10,000+
barangays lack reliable internet, worsening education inequality.
113
out of 193- is the Human Development Index rank of the Philippines.

A Digital barrier tO PROGRESS
A significant digital divide exists, particularly affecting children and youth, including abandoned and neglected children, who lack access to technology and digital skills. This gap limits their opportunities for education, social inclusion, and future development.
In 2016, access to the Internet was considered a human right by the United Nations. But in the Philippines, internet use remains a privilege. More than half of Filipinos are considered internet-poor, which means the same population cannot afford to buy 1GB of mobile data per month. Also, the Philippines ranks 61 out of 67 countries in the 2024 IMD World Digital Competitiveness (WDC) Ranking. We remain one of the least competitive in "adopting and exploring digital technologies leading to transformation in government practices, business models and society in general".
Stories of Exclusion
Exclusion is the invisible wall that keeps dreams out of reach, widening the gap between potential and opportunity. These are the stories of those left behind by the Divide- the forgotten, the overlooked, the disconnected. These are the lives we fight to change.

Bahay Pagasa
At 17, Marijoes dreams of becoming a graphic designer, but the odds are stacked against her. Growing up as an orphan at the Home of Hope Foundation in Bacolod, she faces the harsh reality of the Digital Divide. While others hone their skills with online tools and resources, Marijoes works with outdated computers and draws by hand, imagining what she could create with proper access. Despite the scarcity, her talent and determination push her forward. For Marijoes, design isn’t just a dream—it’s her way of rising above the life she was born into.
Create Hub and Create Library are infrastructure-driven initiatives that provide communities with well-equipped spaces designed to foster innovation, digital empowerment, and educational growth. By offering access to technology, learning materials, internet connectivity, and mentorship, these programs support skill-building, collaboration, and leadership development. Create Hub empowers individuals to gain knowledge, improve skills, and participate in a digitally inclusive society, while Create Library and ASPIRE focus on training future leaders and school administrators to drive innovation and digital transformation in education. Through tailored programs and resources, these initiatives create inclusive, technology-driven learning environments that contribute to social and economic progress.
